为了解决双重预防机制与现行消防安全管理体系“两张皮”的问题，提出以“风险管控准备→风险排查评价→风险管控支持→风险管控运行→隐患排查治理”为主线，构建基于双重预防机制的消防安全标准化建设框架。基于此框架，分析风险管控与隐患治理的联动关系，建立风险与隐患联动条件下消防安全标准化的建设模型，为企业构建和推动消防安全标准化、提升火灾事故预防能力提供参考。

In order to solve the “two skin” problem between the dual prevention mechanism and the current fire safety management system, a fire safety standardization construction framework based on the dual prevention mechanism is proposed, which takes “risk management preparation → risk investigation and evaluation → risk management support → risk management operation → hidden danger investigation and treatment” as the main line. Based on this framework, analyze the linkage between risk management and hidden dangers treatment, establish a construction model for fire safety standardization under the condition of risk and hidden danger linkage, and provide reference for enterprises to build and promote fire safety standardization and enhance fire accident prevention capabilities.
